Performance Evaluation of Emergency Accident Relief Centers: A case study of Tamil Nadu

Scope and Objective
(i) To Explore the Importance and Functioning of the Emergency Accident Relief Centers (EARC’s)
(ii) To Create and Build a database of these EARC’s
(iii) To perform a GIS based Network Analysis on these EARC’s
(iv) To analyze the physical performance based on some pre-defined parameters like no of cases handled, % of beneficiaries,       utility value e.t.c.
(v) To estimate the cost of functioning of the EARC’s and perform a cost evaluation
The scope of the project is to examine the effectiveness of the EARC’s and their subsequent re-location based on the performance.

Methodology
(i) Study Area: Tamil Nadu
(ii) Collection of Accident Related Data from the Concerned RTO’s under Whose Jurisdiction they Are Functioning
(iii) Collection of Financial Details from the Concerned Hospitals/Sponsoring Agencies or the RTO’s
(iv) Create and Build a database for the collected data
(v) Locate the EARC’s in the digitized Tamil Nadu map and perform network analysis
(vi) Analyze the Physical Performance of the EARC’s based on the Pre-Defined Parameters
(vii) Estimate the total expenses for functioning and perform a cost analysis
(viii) Compare the analysis results among all the EARC’s

Findings and Conclusions
(i) The study revealed that the EARC’s are one of the most innovative ways of rescue operations apart from providing first aid      to the victims
(ii) These EARC’s being strategically located and equipped with all the basic facilities and amenities were capable of handling      any type of emergency
(iii) The EARC’s don’t have any facilities with regard to providing a parking place, retiring room or cafeteria to the vehicles       which would want to take a break
